UK Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Balance Books

Based on a new poll of municipal councils, UK councils are preparing to sell social clubs, sports centres, and retail spaces as they bet on a fire sale of assets to balance the books.

Growing Fiscal Pressures Prompt Asset Sales

A coalition of councils for major urban areas in the UK stated that six out of ten of local authorities are intending to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for selling playing fields and land to support their budgets, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

The group said that a high proportion of councils attempting to generate funds from a fire sale of holdings marked “a distinct shift from 2024, when the largest share (60%) of municipal officials said they would prioritise restructuring services and using financial reserves to weather growing financial challenges.”

Specific Cases of Planned Disposals

One local authority in southeast England said its asset disposal plan featured the disposal of a shopping centre in Rainham and a social club in Rochester to generate £20m over five years.

  • Gillingham golf club and business parks held in Worcestershire and Suffolk, which all generate rent for the authority, will also be sold under the strategy.

Council Tax Rises and Wider Fiscal Strains

This research of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will have to increase council taxes next April to address the rising cost of core provisions, higher levels of homelessness, and a persistent housing shortage.

Medway council explained it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting creative strategies but some of these take time to achieve both better provisions and financial savings,” said Vince Maple.

He added: “We face demographic pressures which will persist to add to the strains we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

National Trends and Projections

Research of county councils this week further found local finances being stretched by the increasing figures of children and older individuals needing Send support.

A network of councils projected that local shortfalls will reach 4.4 billion pounds a year by 2029, as they struggle to cope with increased demand.

Government officials have put off scheduled changes to the special educational needs framework until the coming year after a white paper setting out those changes has been postponed.

Deprivation and Financial Shortfalls

According to the latest deprivation measures (IMD) for UK local authorities, many participating urban areas were among the most deprived in the country.

  • “Participating urban centers like several major towns place in the top 30 across the country under the 2025 IMD measures,” noted the report.

“Although only a single urban area is in the top 10 for disadvantaged communities nationally, urban areas are much more prone to be in the worst-off 20% of the nation. The figures underscores the extent of challenges confronting local leaders across key cities in the coming year,” the report added.

“Local government leaders have been clear about the need for a equitable and lasting financial structure that reflects and addresses the real levels of disadvantage and need,” said Michael Mordey.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their communities.”

A fifth of local authorities have cut or compromised care services in the past 12 months, the study found.
